There is the viewport where you can see the ground plane grid. On the right there is the toolbar which has options for enabling the tools you use to interact with your scene. On the lower left there is the scene outline which lists the various components of your scene that you can select and modify. When you select a scene components it will bring up the controls in the parameter view in the lower right.

Sources

To start a simulation you need to emit fluid into the scene. You do this with sources.
